Mac OS XYour issue does not translate well into English, so I am not sure of the nature of your problem.
Does it say that you must enter an Apple ID and password? If that is the message then the phone is Activation Locked to a specific Apple ID. This is an antitheft feature. The phone is useless unless you know that Apple ID and password.

Mac OS XThis means that you are not the first owner of this phone, and the previous owner did not release Activation Lock before giving it up. It could mean that the phone is stolen. If you cannot contact the previous owner the phone can not be used.

Mac OS XDid you buy it new? If you did then it is your Apple ID that must be entered with your password.

Mac OS XWell, it does not agree that you entered your Apple ID and password correctly.
Go to https://icloud.com/find and log in with your Apple ID and password. Do you see your phone on the map that appears? If you do not then that is not the Apple ID that was used to enable Activation Lock. If you DO see the phone erase it and delete it from your account.
