Do you really have an iPhone 3G?
If so, iOS 4.2.1 is the most current iOS version for iPhone 3G.

What is the model number?
Settings > General > About > Model

The security flaw is not present in iOS 5 or earlier.

iOS 6.1.6 will only be available to iPhone 3GS and 4th gen. iPod Touch owners. Owners of devices newer than an iPhone 3GS will only find iOS 7.0.6 available to them. And owners of older devices, like the iPhone 3G will not find any updates available if they are at the end of life update for their device (which, as Axeman says, for the 3G is iOS 4.2.1).
