I have the exact same problem. It is so clearly a problem with photstream that I am bewildered as to why apple don't fix it. I see the same thing on iPhone 4S, iphone5 ipad4 and new ipad mini. Why not just fix it apple?

I have posted loads on here in similar vein, but genuinly it is now OK as long as I don't take videos on the phone. Every single photo has uploaded correctly since removing all the videos from the phone.

I've been involved in this thread since the beginning and have tried every single attempt at a solution but none have proven effective.  My configuration is as follows:

    iPhone 5S

    iPad 3rd gen retina

    Home PC - Win8.1

    Office PC - Win 7Pro

My home PC seems to be working okay however my office PC won't sync more than 5 pictures at the very best of times.  I've tried solving this no less than 20 times and 95% of the time I get zero results in the general iCloud "My Photo Stream" folder while the other shared folders seem to repopulate just fine.  My latest attempt grabbed 5 somewhat recent photos in to the photo stream folder but loads nothing further.  It is quite a valuable tool that I used to employ daily and I hope 'they' find a solution right away.

Well, I have now tried everything in all of the suggestions. Photostream now uploads no photos at all.

I simply cannot believe that apple can completely ignore such an obvious bug and leave its customers to a load of snake oil wives tale solutions. I have a lot of apple devices, but there is simply no way my next phone will be apple. Shame, I loved it when you could buy apple kit "cos it just works". But if it doesn't then all it is is over priced tat. The price premium needs to be justified apple.........

I too am having the same problem as the OP. Photos taken on my 4S, while I'm not on wifi, do not get sync'd to my photostream.

I was in a building last week and had no wifi or celluar data. I took 2 photos. They are only appearing on my 4S, while photos taken RIGHT before and after being in the building are appearing in my photo stream.

Clearly this has not been fixed. Rather disapointing given how many people seem to be experiencing this issue.

Open iphoto>preferences>accounts. Make sure your account info is up to date.

Also make sure Keychain is set to 'Always Allow'

I don't believe that iCloud storage has anything to do with Photostream--if you have Photos checked for storage they are backed up in Icloud.  Photostream is a different animal,

That being said, my husband's 4S is not transferring his photos that are in Cameraroll to his Photostream and thus to his IPad 3 when on wifi.  Mine taken with my 5S are transferring to my Photostream and to my iPad Air under the same circumstances.

I found the problem to my iCloud photos not syncing lately. I went into iCloud and unchecked Photostream, hit apply and I signed out of iCloud. Then I went back into iCloud and rechecked Photostream box and then hit apply. I went into my computer where iCloud photos were suppose to be and it had started to download photos back in. I tried everything and couldn't get them to go back before trying this trick but THIS WORKED for me. I now have 72 photos back in iCloud photos.

Hope this will work for you. I actually saw this on this forum somewhere about a week ago so whomever previously posted this-Thanks.

    Hi,

I have posted numerous times on this, and have now proved beyond doubt, that for me it is Videos.

I had to take a few small videos to make into a longer one last week.

Prior to this, there were no Videos on my phone (iphone 4)

Each evening all my photos were on my photostream.

The night I had the Video on my phone, no photos I had taken AFTER THE FIRST VIDEO were on my photostream (nor were the videos!)

I connected my phone to the PC, removed all the videos, and within 30 minutes, all my photos had updated to photostream!

Since then, every photo is on the photostream.

for ME (maybe not everybody), this is all the proof I need.

I can live without transfering Video via the cloud, so I'll be keeping video off my phone and downloading it via the cable as soon as I can.

Well, I've tried every suggestion.  Uninstalled itunes, reinstalled itunes, uninstalled icloud, reinstalled icloud, deauthorized photos, reauthorized photos.  deleted all videos.  Nothing.  Its been months.  problem exists with my 4s and ipad air.  the only way to get the photos off my device is to email them to myself and download them manually. what a pain.

For what it's worth, I have troubleshot this every which way and I have still not found a solution. I have tried all suggested fixes since my Jan 27 post as well.

I am very consistntly finding that any and all photos taken (by my 4S) while on wifi make it to Photo Stream and can be seen my iPad Air, Mac's Aperture, etc. Any and all photos taken (by my 4S) while on 3G or offline (when in a remote location) NEVER (at least not after months of waiting) make it to Photo Stream even after I am on wifi. I have ensured that all settings on the 4S can use the 3G for whatever they need to do, but still those photos never make it to Photo Stream.

And, this has only been any issue since iOS7 arrived. Photos taken under the same conditions using iOS6 are all in the Photo Stream.

The hunt for the solution continues...

Add me to the list of people having the same (similar) problem.

Right after iOS7 upgrade on all devices, iPhone 4S, iPads, the photos taken without wifi got sync'd to Photo Streams randomly.  Yesterday I took 3 photos at the same time (3 pages of a document) without wifi on iPhone 4S.  Today I check only one got into Photo Stream folder on the iPhone.  I'm on iOS 7.0.6 right now, but this happens to all previous versions of iOS 7.

I'm not talking about syncing to iPhoto on Mac. I mean the Photo Stream folder on the iPhone itself contains only one of the three and missing many random photos too. As a result, the missing photos are not sync'd to Mac. Plugging in the iPhone to the computer shows clearly many photos were not imported as iPhoto correct identifies unimported photos and asks me if I want to import them.

    - Battery level is always above 50%.

    - I have tried turning off Photo Stream and turning it back on. It seems to solve the problem for a few days. But problem will come back.

    - I have tried reseting the iPhone to factory config and restore it from iTunes. It seems to solve the problem for a few days. Problem did come back. I can't do a reset every few days.

    - This has NEVER happened before iOS 7 so this is not a simple user error.

Waiting and being patient is not the issue... For instance over a week ago I took 2 photos with my iPhone 4S at the same time in my apartment... One went straight to photostream on all my devices... The second one is still only on my iPhone. Once again last night walking home I took about 10 photos...and the first 6 photos have still not been synced with photostream!

It used to be that you took a photo and all of them instantly went to all your devices. It's strange because it seems to be the same photos that do not sync to my various devices.
