Aug 23, 2012 5:42 AM in response to Polishchic1974by Douglas62,I had same issue just show up this past week. Tried all the other suggestions and no change. So I uninstalled iCloud application, deleted the two folders in the Photo Stream folder from my PC and reinstalled iCloud application. Opened the iCloud control panel and selected photostream (which recreates the two folders you will have deleted), outlook calendars amd contacts and within seconds it populated the photostream folders. Works fine now.
Don't know what changed to cause this issue but this fixed it for me.

Oct 15, 2012 9:57 AM in response to Polishchic1974by ikciN44,this happened to me too ever since i updated to the ios 6. Douglas62 when you did that did your old pictures from your phone resync to your photostream on your pc or do i need to back them up?

Mar 11, 2014 12:34 PM in response to Polishchic1974by matticonnolly,I found the reason for this and the solution couldn't be simpler. The issue is compatability. So, search for icloud using Windows search on bottom left and right click on it. Go to properties>compatability>Windows 7>apply>ok. do the same for iCloud photos. Then sign out of icloud and sign back in. Presto! You'll notice it will be a lot quicker to load too. After a year trying to figure it out I stumbled on it....It's worked ever since
