Q: I just switched iPads and when I used iCloud backup to restore to the new iPad only my recent photos transferred.  How do I restore the rest of my photos to the new iPad?

Photo stream photos are not backed up, only camera roll photos are.  Also, photo stream photos are only in iCloud for 30 days, allowing enough time for your devices download them.  When you reconnected to your photo stream, you only received photos from the last 30 days as older photos are no longer in iCloud.  I'm afraid there's no way to recover these older photos.

To save your photos permanently, import them to your computer while they are still in the camera roll as explained here: http://support.apple.com/kb/HT4083.
