Have the person who had the phone on their AT&T account contact them to unlock it.

It had a program that was installed to allow use of other sim card but when i restored the phone to update it lost that program. Att refuses to assist due to my never having been a customer, anything apple can do on their side?

Unfortunately, this also means no one here will be able to help you either.

Mar 17, 2014 7:19 AM in response to selinfromazby varjak paw,Apple would not be able to help you even if your iPhone was not jailbroken. Unlocking is completely up to the carrier, and AT&T's polices are clear; you must be a current or former customer.
Sorry, but there is no way you can get the iPhone officially unlocked, and we cannot help with hacking the iPhone in these forums.
