We are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple.

What do you mean by 'clear up usable space' ?

You can delete downloaded apps from your iPad : press and hold any of the apps and after a couple of seconds or so they should start to shake. Then press the 'x' in the left corner to delete the ones that you don't want, and when you've finished deleting press the home button so as to stop the shaking. If you don't get the 'x' on any of the apps that you've downloaded then check that Settings > General > Restrictions > Deleting Apps isn't set 'off'.

If you want to remove them from the cloud (none of your downloads take up any of your iCloud allowance, only what you choose to back up from your apps does) then you can't permanently delete any item from your purchase history, all you can do is hide them via your computer's iTunes so that they don't show in the Purchased links for redownloading : http://support.apple.com/kb/HT4919
