You need to return the Device for a refund.

The Apple ID and Password that was Originally used to Activate the iDevice is required

If you do not have that information you will not be able to use the Device.

If the ipad is running iOS 7 there is no way. It is called "activation lock"and cannot be overcome. Take it back and try to get a refund. Good luck!
