It sounds like your iPhone screen is zoomed in and you cannot zoom it out. I recommend using iTunes first to try and disable it through there:
Managing accessibility features using iTunes
- Connect your iPhone, iPad, or iPod touch to any computer with iTunes installed.
- In iTunes, select your device.
- From the Summary pane, click Configure Universal Access in the Options section at the bottom.
- Select the feature you would like to use and click OK.

In Step 3, look for Configure Accessibility, rather than Configure Universal Access.
If zoom is already disabled there as well, reset the phone:
To reset, press and hold both the Sleep/Wake and Home buttons for at least 10 seconds, until you see the Apple logo.
