Have a look at this article:

    http://support.apple.com/kb/HT4906?viewlocale=en_US&locale=en_US

It's the one you just linked from:

This Photo Stream feature requires OS X Lion v10.7.2 (or later) and iPhoto 9.2 (or later) or Aperture 3.2 (or later).

Snow Leopard is 10.6. For Photostreams you need 10.7.2 minimum.

You have iPhoto v8.1.2 - that's the last version of iPhoto 09.

Photostreams require iPhoto 11 v9.2, so that's a later version that you have.

If your computer will support it, upgrading your OS to 10.9 is free. Once you've done that you can purchase iPhoto 11 on the Mac App Store.

Otherwise, you'll need to purchase an upgrade to 10.7 and an iLIfe 11 install disk to install iPhoto 11v9, then run software update.

I know this is confusing but iPhoto 09 is v8 of iPhoto, iPhoto 11 is v9.
