It sounds like like you need to change the language your iPad is set to, but you cannot understand the language it currently is. The following article should help you do that:

Mar 26, 2014 6:03 PM in response to sterling rby Erikwyatt,Ok so I have the same problem.. No english, NO icons as suggested from the link supplied the ipad is still in set up. It allows me to select english keyboard but thats all. I am close to going back to PC after doing this 4 times now as my ipad has been out for service and the loaners all set up like this each time. ???

You need to sync with a backup that isn't in Chinese. Do you have one on computer?

Im about ready to chuck this thing out the window. Its connected to my computer and if I use one of the older backups it does not have my synced text books and all the useful things that I lost with my original ipad that went swiming via 4 year old.... the most recent back up Im trying to do it to was 3 days ago and the ipad was in english when I did the back up...
Im not high and Im not stupid I just cant read chinese symbols.

This was not a typical intuitive apple process... Not stoked on it. If its connected to an english computer with the language settings to english in everything including my apple id why wouldnt it just recognize that? -
