Q: installed snow leopard and then upgraded to Maverick.  we have to users on my mac and all my favorites from my iPad mini show on both user list favorites instead of individual favorites.  How do i fix that?

Can anyone give me some advise to correct so each user has their own individual favorites saved?

thanks.

In System Preferences, in the new iCloud section, you'll likely find that both users are signed in using the same Apple ID as the one the iPad is using to sign into iCloud with - this is causing them to share information via over-the-internet syncing.

IIRC there should be a Bookmarks checkbox there which, if unticked, would prevent further changes being mirrored to the other account.
