It can be used for viewing content that exists on the shared iTunes library of a computer of the same network.

Content can be downloaded to iTunes on a computer, obviously it will be slower due to the slow connection.

I am completely new to this. What does the Apple TV do if is not a storage resource?

It accesses the iTunes store as well as other services (Netflix, Hulu etc.) It can also be used to stream local content from an iTunes library (computer), airplay content from an IOS device or mirror compatible IOS/computer devices.
This will give you an idea of download times.
