Configuration problems with IMAP e-mail on iOS with a non-standard SSL port.
Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
Or this - Delete the account in Mail and then set it up again. Settings->Mail, Contacts, Calendars -> Accounts Tap on the Account, then on the red button that says Remove Account.

Apr 2, 2014 12:58 PM in response to Texas Mac Manby Lightspeed101,Thanks, Tom, but none of this deals with my issue. I'm on the verizon web mail page in safari, not using the ipad specific mail. I'm on the internet, say at a wifi spot with my ipad and getting mail on the internet in safari via the verizon web page mail. I can receive mail, arrange folders, delete mail on that web page, but I cannot send any. When I hit the red send button, it just fades in color but nothing happens. My message goes nowhere. Talked with verizon tech and they said there are no known issues with ad and web based mail. I've reset the ipad, rebooted my router, nothing. Same thing with my wife's ipad. She gets her mail using the ipad system. Any idea? Don

Apr 2, 2014 4:46 PM in response to Lightspeed101by FALcatkin, phone back the Verizon tech and say, Yes, there are known issues with the web based mail. You just told him about one. And ask to be escalated to someone who can actually help you.
