Which "Downloads" folder are you referring to?

What exactly were yudoing, when a folder vanished?

how do i know if it was backed up on icoud?

iCloud does not backup photos. It is a temporary buffer for sharing images between devices. Your photo stream will show you what is currently buffered in iCloud. That will depend on the settings on your devices.

iCloud can hold up to 1000 photos added during the last month.

    • If the Photo Stream is enabled on iDevices, they will upload all photos that have been taken on the device or saved to the Camera Roll.
    • If the Photo Stream is enabled on a Mac and automatic upload has been enabled for an Aperture library or iPhoto Libray, the Mac will upload any new photo that has been added to the library to the Photo stream.

To see the Photo Stream, open the Aperture Library that you are using with the Photo Stream and look at "My Photo Stream" in the iCloud part of the Library Inspector panel.
