Start with doing a restart with your iPhone by holding the Sleep/Wake button and Home button for about 10 seconds and you should see the Apple logo. Once it boots up, then triple click the home button to try and turn it off. If that does not work and you cannot navigate to Settings > General > Accessibility to turn VoiceOver off, then the only option after that is put your iPhone into recovery mode and using iTunes to restore it.
Turn your iOS device off and on (restart) and reset
