My dear raha...there is no way to solve this.....so try not to do sth stupid such as reseting ur device...it will be solved by itself...i have iPad 4 and i have the same problem,

Some says sign out then sign in,

Some says restart ur device,

But the truth is those are some lame ideas.

Wait till it get solved

Until if/when Apple open an iTunes store in Iran (and you remain in Iran) you won't be able to download any iTunes content  - you can't use another country's store
