While it would work, paying for iTunes Match just to move media from one device to another seems silly when one could simply wait a few days.

I'm going to be away from home for 3 months or more. My main PC is in storage, actually. ^_^ I'm also willing to pay to fix this problem.
You indicated that "it would work". Is this a fact? My iPhone 4 will upload its contents to my iPhone 5s without the use of a computer with iTunes?

Keep in mind that iTunes Match is only for music, any other media content would not be affected.
Also, pictures synced to the device from a computer will not be moved over unless the new device is restored from a backup on that computer.
Personaly, unless the current iPhone was damaged or otherwise acting as if on it's last leg, I'd wait. There may be better options in 3 months.
