Thanks for the reply but nothing seems to work.
I cannot isolate the issue as when I check all hardware seems to be working with other devices.
It is only when I have this one TV connected with the Apple TV that it doesn't work. This is strange because these two devices have been working together for months without issue but all of a sudden the other day this issue came up.
- TV works via HDMI with other devices on both HDMI ports
- Apple TV works with other TV's
- Cables work with other TV's and devices
It really seems that this is just a sudden compatiblity issue with these two devices.

Have you tried to restore the Apple TV as well? It might be a useful troubleshooting step if you have not done it yet:
