Oct 4, 2013 3:39 PM in response to nanotomby allcomputers,I had the same issue when upgrading iCloud control panel today on a Win 7 x64 platform. I simply signed out of iCloud control panel on the computer, then signed right back in. When I signed back in, Photos was selected, and I was able to see my photo stream working again.

Dec 16, 2013 4:15 AM in response to nanotomby lefty86,I have been having this issue for a while too. The fix for me was right clicking on the iCloud shortcut and running it as an administrator. I hope this works for you as well.

Apr 30, 2014 11:47 AM in response to nanotomby Zipline,I have been having this issue as well, can't seem to get it fixed, tried everything suggested plus reinstalling. I wonder if I need to downgrade to V3.0?

Sep 16, 2014 4:17 PM in response to nanotomby PC2NR,To make this stick after rebooting, so you don't have to manually run as administrator everytime, Go to
"C:\Program Files (x86)\Common Files\Apple\Internet Services" (win 7 x64) and right click on iCloud.exe, click properties, click the compatibility tab, near the bottom of that window, check the box under Privilege Level to "Run this program as an administrator". Click OK, and it should load as admin each time you reboot.
