A basic requirement for the Guest Network feature to work correctly would be that the AirPort connects to a simple modem.....not a modem/router or gateway device that Internet Service Providers often furnish to their customers by default.

So, the first thing to check here might be to find out whether you have a simple modem.

Can you post back with the make and model number of the device that you call your "modem"?

Unfortunately, disabling the wireless does not make the Uverse device a modem. It is still acting as the router for the network.

The Guest Network will not work correctly unless the AirPort is connected to a simple modem.  Suggest that you check with Uverse to see if they can provide you with a simple modem.
