It sounds like you are trying to sync your Notes from iCloud to your iPhone but for some reason it is not working. I would verify that you have notes syncing enabled in Settings:
- If you set up your device to store Notes data in iCloud (Settings > iCloud > Notes), iCloud sends those notes to your device after the restore process is complete.
- Notes data stored by a third-party service, such as Microsoft Exchange, is not backed up to iCloud. Consult the provider of that service for information about how to retrieve the data.

If so, verify your Notes are in iCloud by logging in at http://www.icloud.com.
If they are there, I would next quit all the running apps on the phone:
iOS: Force an app to close
http://support.apple.com/kb/ht5137
Double-click the Home button.
Swipe left or right until you have located the app you wish to close.
Swipe the app up to close it.
When you have done that and restart the phone and test the issue again:
iOS: Turning off and on (restarting) and resetting

Thank you for using Apple Support Communities.
Take care,
Sterling
