You appear to have a first-generation iPad - it's the model without cameras - and if so iOS 5.1.1 is the final version availaboe for it.

Most of the difference between 16 and 13.2 GB is taken up by the operating system since that is not available to the user. The remainder is due to how GB is advertised and used. See:
