-Verify Disk
-Repair Disk permissions
-Delete the systempreferences.plist in the User library
-Create a New Administrator User and test the issue in there.
-Safe Boot
Please try these things and let us know how they go.

Create an external hard drive or USB Flash drive with 10.6 on it, and boot from that. This is just a user to user forum. If you want to address Apple go to http://www.apple.com/feedback/ or call AppleCare, or sign up for the free online developer program at http://developer.apple.com/ and submit bug reports to http://bugreporter.apple.com/ Everyone has tried to give you some useful information to isolate your issues, and you refuse to try them. Etrecheck will give us some idea if something installed is interfering with your 10.9 install. So would running the hardware test that came with your Mac:

If you are unwilling to see what the diagnosis say, please don't waste people's time in a public forum with your complaints which will go unheeded. If you want some interpretation, we'd be glad to offer it.
I use 10.9 because I need to help troubleshoot others who do. I have on my system every system since 10.4. I have no particular favorite. In fact there were some features of 10.2 I prefer over any of the newer ones, including a separate find by name file search that isn't tied to the Finder, or is it tied to the file indexing known as Spotlight. In the meantime I use FindAnyFile instead.

What exactly is occuring when you say that your scroll bar is not working? Can you not drag it? Can you not scroll a page? A detailed description is needed for other users here to offer you solutions.

When I try to scroll through my Apple Mail inbox (the problems seems isolated just to Mail these days -- whew!), I cannot do so smoothly or effectively. I can see the most recent 6 - 10 messages in the left-hand sidebar but when I try to scroll down to those just below that, I get blasted way back to last week. I can see only the most recent few messages but not those that came an hour ago. Or this morning. Or yesterday or the day before. . . I can only access what just came in and what came in a week ago or longer. If I want to see what came in this morning, I have to wait till next week, when the jerky, inaccurate scroll mechanism jumps to it then.
I'm using an iMac that worked flawlessly before Apple in-store "geniuses" installed the Mavericks monster. I'm using the Apple mouse that came with my computer when I bought it.
I've submitted repeated feedback and complaint but it seems the lights are on but nobody's home in Cupertino.

May 10, 2014 3:06 PM in response to HappyTexasby a brody,Well did you ask the Geniuses install Mavericks? If not, go back to the store, and complain to the manager. People should not be installing software on your machine without your permission. Especially not if they don't know if you are ready for it. They should have let you explore it in the store so you could determine if it work for you. In the meantime, go to Apple menu -> System Preferencs -> Mouse, and adjust the scrolling speed. That should help alleviate the problem some:
If you did ask them to install it, then you really shouldn't be complaining, except let that be a lesson never to ask for something you don't know about again. Every update engineers love to tweak things. There are plenty of good books and the help menu about the subject. You could always install the older operating system on a USB Flash drive until you are ready to use it.

Apple first introduced the iMac in 1998, the iMac,1 with the current models being the iMac14,1 amd 14,2.
Your answer of "I'm using an iMac..." does not answer the question.
I ask again, "What computer are you using?"
This information can be found at Applcations/Utilities/System Information
The iMac I am posting from displays the following.
Apple have been producing the mouse since 1984.
Your answer of "the Apple mouse that came with my computer when I bought it" doesn't answer the question I asked, "What pointing device are you using?" Again, it will be found in System Information
To attempt to address the problem you are experiencing, you responded to Meg The Dog that you have the preference set to Always show scroll bars.
So in Mail, do you see the scrollbars, and are you able to click and drag the scrollbar?
When you do this? Does it jump down as you describe while you are dragging the scrollbar?
Also in System Preferences > General, what is your setting for 'Click the scroll bar to:'?
If you simply click on the scrollbar, what action occurs? And does it match the setting?

When this is occuring, do you have the pointing device over the text and are scrolling with whatever scrolling action you have available on your mouse? Or are you using the scrollbars themselves as detailed above?

I don't want the scroll bar to jump to the next page. I want to scroll smoothly and accurately down to whatever data is hidden at the bottom of my screen, just as I've been doing since Apple began producing the mouse in 1984.
No, I do not have the pointing device over the text. I have it in the scrollbar. Dragging the scrollbar like I used to do transports me immediately back in time to last week. Clicking the area immediately below the scrollbar indicator transports me immediately back in time to last week. Last week is dead. I want to know what messages came in earlier today. Sad to say, Yahoo is now a more efficient mail system than Apple.
Up / down arrows in the scroll bar used to be quite helpful but they're gone now. I have a feeling they would get the job done flawlessly since the smooth scroll feature is useless now.
And, no, I am quite simply not going to post the unique details of my computer's identification information online for trolls everywhere to see. If you've got an answer, you've got enough information to formulate it. If you don't have an answer, please don't respond; you've nothing positive to contribute.

What year and model Mac are you using?
What type of mouse are your using? If this is an Apple mouse, is it an older, wired USB clear style Apple Mouse, USB wired Mighty Mouse (the one with the little tiny scroll button on the top) , the wireless version of the Mighty Mouse, or Apple's Magic Mouse OR wired or wireless Apple Trackpad.
IF a wireless Apple mouse or trackpad, have you tried changing out the batteries for a new set of high quality alkaline or lithium batteries?
