May 16, 2014 1:05 PM in response to Binoulriderby Templeton Peck,Understood, but separate Apple IDs is not the way to go. You are asking for serious trouble should an employee leave and you can't get into it because of activation lock.
For that many phones you should really leverage an MDM to protect your assets and make things easier for you.

May 16, 2014 7:27 PM in response to Binoulriderby rccharles,★HelpfulYou shouldn't need to create a lot of apple ids when you use an MDM & VPP.
Give your apple sales rep a call about whitelisting.
"Deploying a great quantity of iOS devices means creating a great quantity of Apple IDs. This script allows automated Apple ID creation from a spreadsheet."

May 17, 2014 10:17 AM in response to Binoulriderby Templeton Peck,I still think that what you're looking to accomplish is an unneccesary burden on you.
What I would do in this case is to use Airwatch and provision each phone how you want and then assign a company apple ID that you will use for iCloud settings. This would enable you to possibly track the device and disabled it using activation lock should one get lost or stolen.
Then give the phone to the users and let them use their own personal apple ID for the iTunes and App Stores. I guarantee that most, if not all the users you'll be giving the phones to already have an Apple ID, so why would they want to use another one created by someone else when all their billing info is attached to their own personal account.
