May 19, 2014 2:00 AM in response to mongolianSby Roger Wilmut1,For purchases in the iTunes Store or the Mac App Store you must have a credit card registered in the country you are currently in, and you must be using the iTunes Store for that country.
If both these conditions are true and it's still not working you will need to contact iTunes Support:
Go to https://getsupport.apple.com ; click 'See all products and services', then ' 'iTunes', and then 'iTunes Store', then 'Purchases, Billing & Redemption'.
