Or there may be dusty bits inside that affect read-ability.
Do you have two older clamshell G3 colors iBook models?
Just noted the one in your post says OS 9.2, & you are
discussing OS 9.1, etc.
Sorry to not be of much help.
Been quite awhile since I last installed any OS prior to 9.2.2.
And the very last time involved Pacifist via OS X.

They do not support system specific iBook versions of 9.1. So you would be looking for a 9 orange logo on a white background that does not have Upgrade, Dropin, or OEM on the disc, and in black print says Mac OS 9.1. If that's what you have, and it doesn't work, then yes, what K Shaffer says is correct.
The all white (some gray on some models) iBook G3 requires a system specific 9.1, and retail 9.2.1 disc (with 9.2.1 in black text on the orange 9 logo white background with no upgrade or dropin or OEM on disc) if it is the earliest model, and may only work with system specific 9.2.2 CD if it is a late 2001 or later iBook, or late 2002 or later may require the restore discs as these articles explain:

Jun 5, 2014 6:20 AM in response to Knuckles2001by a brody,Is there some reason you prefer 9.1 over 9.2.2? Do you have some applications that aren't 9.1 compatible that are 9.2.2 compatible? It is possible to partition the hard disk, but unfortunately under Mac OS 9, you normally have to erase the hard drive to do so. IF you have Firewire, you may be better off connecting an external hard drive, and partitioning it before installing 9.1 and 9.2.2 on separate partitions. YOu can't have both operating systems on the same partition.
