You can poke around in the Developer Member Center under the People tab, and see who is and who can be listed, and whether you can invite folks to team. I'd guess that this capability is not available for you here, though.
This Apple OS X Server Mavericks Support Article indicates that it's the agent or an admin that has to add the OS X Server into the configuration, and that's not something an individual developer is configured to allow (AFAIK).
Next stop: contact Apple's developer support group directly; I'd guess that your developer account associated with your Apple ID is not configured quite as OS X Server expects here. (When you do get an answer from Apple, please consider posting a summary here, too. Thanks!)

Contact the Apple developer folks and ask for help sorting this out, and then post up the response or a workaround or findings here.

Jul 3, 2014 1:30 PM in response to MrHoffmanby jamesgoodwill,I had this same problem. The problem was that I was trying to use Xcode 6. As soon as I switched back to 5 it worked.
