These computers will not start up if only a single DIMM is installed in any bottom slot; these computers should operate normally with a single DIMM installed in any top slot.

So if you only have a single dimm and it is in the bottom slot (only one of the 4 slots populated) it till not work. It will work if either the single dimm is in the top slot or if both top slots are populated and the single dimm is added to a bottom slot (3 slots populated)
But then again the OP has an i3 not an i5 or i7 so none of this matters.
