Independent studies have shown that a Lithium-Ion battery discharged half way and charged will have three to four times the cycle life of a battery discharged to shutdown regularly.

It won't hurt anything if it is left plugged in after it reaches 100% but you don't want to leave it plugged in all of the time.
You don't need to wait until it gets down to any specific number before you start charging it but you also don't want to frequently get down to a very low number.
