Back up all data.
Triple-click anywhere in the line below on this page to select it:
~/Library/Cookies/com.apple.appstore.cookies
Right-click or control-click the line and selectServices ▹ Reveal in Finder (or just Reveal)
from the contextual menu.* A folder should open with an item selected. Quit the application if it's running. Move the selected item to the Trash. Relaunch the application and test.
*If you don't see the contextual menu item, copy the selected text to the Clipboard by pressing the key combination command-C. In the Finder, select
Go ▹ Go to Folder...
from the menu bar, paste into the box that opens (command-V). You won't see what you pasted because a line break is included. Press return.

Jul 4, 2014 8:18 AM in response to saqib6by Petr Jiřička,I had the same problem and Linc Davis's resolution did not work for me, but here is what did work:
In my case, I was trying to update software that I had purchased earlier, and it turns out I wasn't logged into App Store. The resolution was to switch to the Purchases tab, then App Store app asked me to log in, and after logging in, I was able to update the app.

Your suggestion of deleting com.apple.appstore.cookies did not work for me.
I am running OS X 10.7.5 Lion. In the folder ~/Library/Cookies/, there was no file com.apple.appstore.cookies . Instead, there were these three files:
- com.apple.appstore.plist
- Cookies.binarycookies
- com.apple.Safari.SafeBrowsing.binarycookies
First I tried this procedure:
- Opened App Store.app.
- Clicked on Purchases tab.
- Purchases tab asked to sign in with the Apple ID and password.
- Signed in with Apple ID and password. Purchases tab did not necessarily update the display by showing my previous purchases, so I clicked the Featured tab and then the Purchases tab. Then Purchases tab showed my previous purchases.
- Confirmed that there was an active Download button next to my previous purchase, OS X Mountain Lion v10.8.
- Clicked the Download button. It disappeared. After a few seconds, the error window appeared, saying "We could not complete your request. ¶ There was an error in the App Store. Please try again later. (13)"

- Clicked the OK button to dismiss the error window.
- Closed the App Store.app.
- Trashed the file ~/Library/Cookies/com.apple.appstore.plist .
- Executed steps 1 through 8 again.
Having carried out that procedure unsuccessfully, I then ran through it two more times. The second time, at step 9 I Trashed both com.apple.appstore.plist and Cookies.binarycookies. The last time, I Trashed all three files in folder ~/Library/Cookies/. At no time was I able to download my previous purchase and avoid the error window. By the way, running App Store.app recreated the first two files in folder ~/Library/Cookies/, but not the third.
Is there anything else you can suggest? Are there any other sources of advice you suggest I consult?
