If you fight with the settings for a good twenty minutes, they will eventually stay on and allow you to recover your documents. I told Apple about it, and they said they will work on it, but seeing how that was a couple of weeks ago, I have no faith that Apple will actually fix this problem. I still have no idea what causes it, but once it happened to me the third time, I decided that once I regained my documents I would just keep disconnected from the iCloud for the iWork apps all together. So, hopefully this helps, and hopefully Apple will fix the problem.

- Even if there is a "bug" it isn't likely to be fixed in two weeks, particularly considering #1 above.
Have you tried a reset? Simultaneously hold down the Home and On buttons until the device shuts down. Ignore the off slider if it appears. Once shut down is complete, if it doesn't restart on it own, turn the device back on using the On button. In some cases it also helps to double click the Home button and close all apps BEFORE doing the reset.

I understand that programming takes a lot of work and that this is most likely an issue for a very small fraction of users, but the fact of the matter is that it is still a problem that needs to be addressed. I just hope it is addressed as soon as possible.

I'm curious if you received any further assistance from Apple. I'm having the same issue and can't believe nothing's been done about it. I've gone through all the steps to correct the problem that you've both tried and nothing's resolved.
It's not really an isolated issues, as the recent app reviews in the App Store show that this is a more known issue than what you see here. Not a surprise, as your average computer user doesn't go to support communities for answers.
Of all apps, word processors should be smooth-functioning, dependable workhorses. I don't know what Apple thinks people do with word processors ("Lost" posters for cats? Pretty resumes for 20 year olds?), but Page's functionality and support have always been amateurish by comparison to its competitors.

Honestly, when Steve Jobs died, the world lost one of the last people who knew what they were doing. If Jobs was still alive, he wouldn't let this problem be around for so long. Apple has gone down hill, and I do not see it getting fixed any time soon. I've just given up on the iCloud.

'Cause so far, CrApple still hasn't proven to me that they are even doing anything about it. I ASKED THEM ABOUT THIS IN MAY! I'm not being ignorant, I'm just being realistic. Apple obviously doesn't understand how cloud services function, so I won't even attempt to continue using their crap cloud service, I will use Dropbox before I use the iCloud, and that's a fact.
And you call me ignorant, but you do not know the exact problems I am experiencing, so therefore YOU are ignorant to MY specific situation, so just back under your bridge you troll.

I have consistently had the same problem for many months with my iWork apps but just on my iPad, not on my other devices. It's frustrating that I can't get into any of my Pages documents or Keynote presentations from the computer I use most often. I can see them in my iCloud account on the iPad itself, listed as encrypted files, but I can't open them in the app or make use of them in any way. It's now October and it's been most of the year without this function on my iPad. There seems to be enough other people with this problem that it should have been a priority to fix a long time ago.Any solutions that have been discovered would be greatly appreciated. And yes, I've tried all the resetting options out there.

I had created a couple documents on my iPad but they never sync'ed with iCloud, when I tried to share them via iCloud it said they were "not done syncing". I thought that maybe updating my iPad to the latest version would help, but boy was I wrong. After downloading and installing the new software update and then being forced to update Pages, I opened it to find that all documents had been erased. If I go into settings the "Use iCloud" option is always turned off, if I turn it on it switches off when I navigate away from the page. There is still information for Pages stored in iCloud, but my iPad refuses to access it, and the documents which never synced properly have been lost forever. I honestly doubt Apple's going to do anything about this, evidently they no longer care about their patrons.

Flicked the switch under Pages settings to use icloud, and it turned of as well.
Looks like what you have to do is go into icloud settings, and turn on icloud drive.
When i dit this, all documents were syncing as it should.
Hope this helps somebody else, as there is no warning message in the pages settings.
