We can't comprehend
1. Who the caller is?
2. Whom to call back if we've actually missed to pick up?
3. How to block if it's turning out to be a nuisance? -

2. You cannot call back since you don't know who that is.
3. Switch on Do Not Disturb and only allow calls from your contacts only.

So far I am finding that a huge number of those calls with no caller ID refuse to leave a message on voicemail also.
I figure it they were that interesting in calling me that they can't leave a voicemail, I can't be bothered calling them back either.
It has certainly cut down on the number of phone calls I have to deal with using voicemail as a filter.

When I receive a call with No Caller ID, as you know, one'll not be able to comprehend who the caller is and what the carrier is.
I checked with my service provider which is not so great in technically resolving this rather asked me to file Police complain in case of nuisance.
