If you're still having this problem, go to Settings>Pages (Numbers, Keynote) and make sure Use iCloud is turned on.

Try each of the following (in order).  Test iCloud syncing with your iWork apps after each one:

    1. Go to Settings>Pages (Numbers, Keynote), turn off Use iCloud.  Go to Settings>iCloud>Documents & Data, turn off Pages, Numbers and Keynote.  Open Pages (Numbers, Keynote) and if prompted about whether or not to keep your documents, choose Keep.  Then double-tap the home button, swipe up on the preview image above the Pages, Numbers and Keynote icons to close them, then tap the home button again.  Reset your device by holding the power and home buttons at the same time until you see the Apple logo, then release.  After it restarts, go to Settings>Pages (Numbers, Keynote), and turn on Use iCloud.  Go to Settings>iCloud>Documents & Data, turn on Pages, Numbers and Keynote.  Test iCloud syncing.
    2. Reset the iCloud Documents & Data service as explained here: iCloud: Resetting iCloud Documents & Data service.

No.  You can use a different ID for iCloud without causing any problems.  it does not need to be the same as the ID you use for other services such as the iTunes Store.

I did Reset my device and Resetting iCloud Documents & Data service, but the issue continue. When i tried Resetting iCloud Documents & Data service the following eror message "could not restart the service, try again later".

I test changing my iCloud Apple ID to iTunes Apple ID and my documents were synchronized, change again iTunes Apple ID to iCloud Apple ID and the issue continues.

I'm not sure there's anything else you can do to troubleshoot this on your own, short of deleting and reinstalling the iWork apps to see if that helps, or trying to reset the iCloud documents & data service again.  If this doesn't help, you're probably going to need to contact Apple support for assistance: http://www.apple.com/support/icloud/contact/.
