To preserve what you have on your ipad when you update, back your device up first. I always do my updates via iTunes, so that's the way I'm familiar with. I back it up then download hte update and install it. Then, as part of the install, iTunes will restore my iPad from the backup I just made.
The theory is the same if you use iCloud, I'm just not familiar with it.
If you back it up before you update, then if something goes wrong, you can restore from that update. If you don't backup....it's a chance you take that something may go wrong and you'll have to restore and you'll not have a backup to restore from.
If something does go wrong and you don't have a backup, you won't have to rebuy your games. You can simply redownload them. However you will lose your progress on the games since, in redownloading, you'll probably start over.
