It sound like you have already tried a few things, but there are couple steps below that you may find helpful.
iPhone: Troubleshooting voicemail

Follow these steps to troubleshoot voicemail issues on your iPhone:
- Restart your iPhone.
- Check for a carrier settings update.
- Update your iPhone to the latest version of iOS.
- Make sure that your voice mailbox is set up properly. You can verify this by dialing your phone number from your iPhone.
- Make sure that you have a good cellular network connection. You can verify this by seeing whether you can make an outgoing call.
- Call your iPhone from another phone and try to leave yourself a voicemail.
- Reset your network settings by tapping Settings > General > Reset > Reset Network Settings.
- Contact your carrier and make sure your iPhone is properly configured with the voicemail feature on your plan.

Unfortunately, I have tried all of these suggestions and I still don't have visual voice mail. My voice mail works and I can retrieve my messages. When I click on the voice mail "button," a keypad opens automatically and dials the equivalent of *86 and I get the corresponding menu to access voice mail. My contact at Verizon seems to be trying to solve this problem, but the tech support resources that are helping her don't seem to truly understand the situation. She called me a little while ago and told me that whomever is helping her said she should check my Sim card, but she said that doesn't make sense because everything else is working on my phone. I guess I'll just have to wait for them to go through the steps. However, I would greatly appreciate hearing from anyone who might have ideas on how to fix this.

That means your current device isn't provisioned to use visual voicemail. That is something Verizon will need to add to your phone - at least that is the case with AT&T.
I would try asking/talking to someone higher up at Verizon.

I have asked a Verizon tech support person about whether my phone needs to be provisioned and I was told that doesn't apply to my situation. I will ask to talk to a higher tier tech support person.

I thought I would let you know that my phone is fixed! The Verizon Wireless tech support person that has been helping me via phone called me today and said that the "escalated" tech support people thought it must be the Sim card. She suggested I go to a corporate Verizon Wireless store and have them replace the Sim card to see if that fixed the problem. So, I did that. The technician in the store told me that most likely it was NOT the Sim card, but that she would replace it just in case. Anyway, she replaced the Sim card and changed some settings on the voice mail and VOILA!, it works. I now have visual voice mail back and everything seems to be working just fine. I don't know what she did, but next time, I won't wait for the telephone support people to figure out a problem if they can't fix it right away. I'll go to the store and, specifically, I would ask for the same technician that helped me tonight. I know that others on this forum have not had such good luck with an in-store technician, but, perhaps they didn't go to a corporate Verizon Wireless location. I don't know if that is the key or if I was just lucky enough to get a knowledgeable technician. Good luck to anyone else with this problem, or any other phone problem.
