Thank you for visiting Apple Support Communities.
I am not sure what solutions you have tried; however, here is an article that you may find helpful when experiencing this issue.

thank you for your help but the solutions from the article didn't work. The only thing I haven't tried yet is reinstalling the OS.
I'm right now!

Do you have all the Applications checked in:
Menu > Apple > System Preferences > iCloud > Documents & Data > Options
If that isn't responding sometimes you have to uncheck them all, restart and check them again.

Aug 14, 2014 3:38 AM in response to PeterBreis0807by joerg228,Hi PeterBreis0807,
yes, I have the applications checked in. I have checked them in and out several times and restarted the iMac with them checked in and checked out. I have deleted and reinstalled the iWork apps. I have reset Documents in the Cloud. I have logged out of my account and logged in again. Nothing worked.
I don't use any Internet Security software besides the Mac OS firewall and I switched it on and off and it also didn't help.

Aug 14, 2014 7:35 AM in response to joerg228by joerg228,I forgot. I also cleared the Mobile Documents folder in the Library. Dragged the documents out and in. Deleted them directly in the Mobile Documents folder and created new documents in the app and again they wont sync up to iCloud.

Peter
