I tried another PC and another web browser but it does not work until I change my network.
I guess Apple will check IP, ex not VPN or some client behind shared IP. Or maybe network firewall issue.
Anyway, after I change to use another network, ex 3G via cellphone, everything is fine.
Hope my experience have some help.

Jul 9, 2014 6:47 PM in response to questionfromcaby Uplink03,A friend of mine from Romania had this issue. Apple were not very helpful. They even stopped answering his emails. I verified that his account was unable to proceed with enrolment, so I decided to poke around that form and compare it to my account (which displayed a country).
My account had the hidden compCompanyWhatever field with a value="XX" attribute. His account had an empty value attribute instead. I said "duck it, let's set a value of RO on that field and see what happens". Lo and behold! It worked! His $99 are on their way to Apple now.
I tried to figure out where Apple might be pulling that information from, but failed hard. Every other detail on his account was OK. The only thing he didn't have was a shipping address, but I can't verify if that would have fixed it now.
His only worry now is that Apple might say that bypassing their bug and sending money their way is... gasp... hacking!

1. Is there only one way? To create new apple ID and forget about old?
2. I paid 99 $ so can i have get it back ?
3. Is there any mail where i can send information about this problem?
