The iTunes U student experience (on iOS) does NOT send any information about assignment progress to the instructor.
Students and instructors, however, can participate in discussions. Perhaps that's what you were reading about?

For teachers in particular, it’s a big update, since it now allows them to set up their iPads from their devices. They can provide course outlines, create assignments, put out class materials and track student progress right from the app,

While students can use iTunes U to track their progress completing assignments, that information is not provided to the teacher. I would strongly recommend that you make your interest known to Apple by filling out the feedback form:

I really hope they add this as it is essential for using iTunesU to deliver private courses that engage students. Otherwise you don't know who needs more encouragement to stay involved in class.
