No, actually it's not. It hasn't been an option on any cell phone I've owned in the last 15 years. And why does it matter? They have chosen not to answer you.

If the party being called has call waiting, you won't get a busy signal. The phone will ring and then go to voice mail. My carrier used to give a little beep at the end of the ring to let you know the caller was on the other line. Some phones in some countries also put a notification on the screen of the caller. Never understood the point myself. If they really wanted to talk to me, they'd answer. Seems a bit stalker-ish to demand to know why they don't want to talk to me. I also keep read receipts turned off in iMessage.
Of course, the person being called could be like me: I've never been able to get call waiting to work. I end up disconnecting someone. And, of course, it seems rude to tell the person that you're talking to that someone else is more interesting or worthy of my attention.

But yes, I know what you mean when you are conversing with someone that does have call waiting and they put you on hold. To me its not something that "seems rude", but IS rude ... at least as far as I'm concerned. Here I thought maybe is was just me in my grumpy old age.

Yes, it IS rude. I was being a bit oblique with my phrasing. And don't get me started on people who answer the phone in the middle of a face-to-face conversation with me just to ask the person on the other end, "Can I call you back?".
Just because a phone rings doesn't mean you have to answer it.
