Q: MacBook Pro with DELL display

I want to connect my MacBook Pro with retina display to a DELL display that I just got. I would like t use it just like they use it here in the first pics OS X: Using multiple displays in Mavericks. But I can't get my dock to or menu bar to get on there. Also if I'm using full screen apps on one of the two, the other on turns black...

Do you definitely have 10.9 as your profile says, or do you have an earlier version of OS X? Check using your Apple menu (top left of your screen) and click About This Mac. It will tell you the version of OS X.

10.8 and earlier do not support multiple displays in full-screen mode - the other display will go blank as you describe. 10.9 will permit use of the second display while the first is in full-screen. In addition, you should be able to display the dock and menubar by hovering at the top or bottom of the second display.
