You save documents to the TC same as any other hard disk.. mount it in finder.. copy and paste the files to suitable directory you created.
It is shared by having Enable File Sharing ticked in the disk tab on airport utility.
Please note however.. the TC cannot back itself up.. you can manually initiate an archive.. which is a full backup of the entire contents of the TC. Every time you click Archive it will just do the same full backup. On a full 2TB disk this will take more than a day.. during which time no access to the TC is allowed. ie archive puts the TC into exclusive state so the disk is not changed.
Time Machine cannot backup network drives..
So if you store files on the TC how are you going to back them up?? it is not a hugely reliable device.. and apple have it sealed and no access if something inside should fail so you can recover your files.
Nor btw should you move iphoto library to the network drive.. Apple says expressly not to.
iphoto network no no.

It's recommended that you store your iPhoto library on a locally mounted hard drive. Storing your iPhoto library on a network share can lead to poor performance, data corruption, or data loss.
If you are asking about access from ipad.. then you need a file browser add on app.. as there is no file functionality in iOS.
Typical file browser.. ironically is filebrowser.
