Q: After updating my Iphone 4 to 7.1.2 getting laught of problems my apple id is blocked by some one right nw it showing another one

What do you mean 'getting no service option', and 'My apple is changed it displaying some other apple id' - what exactly are you seeing on the phone's screen ?
If it's the activation screen then did you buy the phone new or was it used ? With iOS 7 and activation lock the id and password of the account that it's locked to has to be typed in so as to reactivate it : Find My iPhone Activation Lock: Removing a device from a previous owner’s account.
