Communities often hold electronics recycling events periodically. Ask your local municipality.

Sep 16, 2014 8:31 AM in response to DJCS89by Jan Hedlund,Depending upon the exact type of PowerBook G4, removing the hard drive may be more or less difficult. You can find disassembly instructions, for example, at ifixit.com.
Also, one should perhaps not rule out that some spare parts from the computer may have a certain (limited) value.

Oh bother, looks like they don't do powerbooks. Not sure why, they have plenty of aluminium.
If you erase the drive, it will be good enough to sell. Why not sell the machine on ebay or elsewhere. Maybe give it away to a family member with kids. Better than throwing it away.
