Great job you did 50 years ago, by the way, but completely unhelpful answer here, don't you think? Once you switch to another "family", you can no longer use the apps, etc, you downloaded from the previous "family", so your argument is invalid. As far as I can tell, two attempts is arbitrary and not enough for completely honest and well-meaning people to complete the task (as evidenced by myself), and 365 days is also arbitrary and too long.

To that end, a two family per year limit does seem like a reasonable restriction. But that's not the issue here. Most people got locked out simply trying to join/re-join ONE family. For example, my wife got locked out for the year simply trying to join my "Family." When it didn't work the first time (thanks to other IOS 8 software glitches -- a whole other story) we deleted her and reinvited her. Now she has to wait a year simply because she tried to join ONE family multiple times? What purpose does that serve?
My hope is that with so many people having this issue, Apple will offer a quick fix...

Unfortunately that's incorrect. Apps will continue to work, but won't be able to be updated as and when updates become available, music is DRM free so it's not the case there, so rotating those registered users would allow all your mates to update their apps at reasonably convenient intervals and switching a user back and then back again after an hour or so would allow all your mates to watch the movies they haven't purchased.
The limitation is more than reasonable, but doesn't allow for mistakes. I'd be a little surprised if Apple don't provide a way to reset this, but presently, they don't have one, the problem they have is that a genuine mistake could potentially provide the same backdoor to piracy as someone with less than honourable intentions.
