You could, but there are some limitations involved with restoring and iPod backup to an iPad.  It will not restore camera roll photos; those can only be recovered by restoring the backup to another iPod touch or iPhone.  It also will not restore apps that are not compatible with an iPad.

You also can't merge the backup with your iPad.  The process for restoring an iCloud backup begins by erasing the device you are restoring the backup to (outlined here: iCloud: Restore your iOS device from iCloud).  What you can do though is back up your iPad to your computer using iTunes (by connecting it to your computer, opening iTunes, then going to File>Devices>Back Up and accept any prompts to back up apps and transfer purchases), then erase the iPad and restore the iPod backup to it, save any recovered data, then erase it again and restore the iPad backup (this time choosing Restore from iTunes backup in the setup screens).  That would allow you to restore your iPad back to the way it is now.

Also, if she was syncing contacts, calendars, notes, etc. with iCloud, you could download copies of the data from iCloud.com as explained here: Archive or make copies of your iCloud data without restoring the backup.

Unfortunately, as mentioned you won't be able to restore the photos to an iPad.  That's one of the limitations of this type of cross-device restoring.  You could only do that by restoring the backup to an iPhone or iPod Touch.  If you don't have one, perhaps she could enlist the help of a friend to go through this process on their device.  Once recovered, the photos can be imported to a computer as explained here: iOS: Import personal photos and videos from iOS devices to your computer.

    hi

i'm not sure about merging because i did it once and nothing happened! but i've heared from one of apple users that you can restore icloud backups on every other ios devices (like ipad, iphone or ipod). but just be careful about your data on ipad because they will be deleted if you restore her backup

FYI, you can't restore an iCloud backup without first erasing the device you are restoring it to, so it is impossible to merge the restored data with any existing data on the device (because there won't be any).  And the limitation about restoring photos to an iPad from a backup made on an iPod touch is documented here: If you need help restoring an iCloud backup, where it says:

"Camera Roll photos are specific to each device. For example, Camera Roll photos from your iPhone or iPod touch won't be restored to your iPad."
