I don't use a SIM card with it, and I've never had this issue under IOS7.
Installed IOS8 on September 17. No problems until today, then this "No SIM card installed" popup has started appearing every few minutes.
No change to Settings has been made since the upgrade.
Turning off/on or resetting doesn't solve the issue.

I have the same problem, I have already updated the system to the new version and every 2 minutes the information about no sim card is popping up. Does anyone know the solution to fix this bug?

Sep 24, 2014 8:07 AM in response to sunnyinlondonby EvilCat66,Same issue here. Turning off Location Services completely stops the messages, but this is hardly a good solution. Looks like IOS 8 thinks that any SIM capable iPad has a mobile connection which it can ping for location data, whether or not it has a SIM installed.
In short, it looks like a bug. ISTR that a reboot on IOS 7 would show the no SIM card message once only on start up.

I've found a temporary solution to it. In settings go to general and allow restrictions. On restrictions look for cellular data and tick "don't allow changes". Hope this works.

I've installed it over iOS 8.0, but nothing has changed, the message has appeared twice while I was writing. That's quite annoying.

What seems to work (although it's only a work around) is:
Turn on Airplane mode, then go to wifi and turn on wifi again. (yes, you can turn on wifi in airplane mode)
Hope Apple fixes this annoying issue fast!
