Q: I' d like to know how can I select my country?

Hi this is my problem. I live outside the US, in Dominican Republic to be exact. The thing is that we I had my first iPhone never had a problem to buy games or apps with my credit card, but have two different divices and when try to download anithing, it automatically bring me to the authentication process, so I have to confirm all info. About payment method but it doesn't show an option to select the country my card belongs to.  I never had a problem before.  Don't know what to do.

Please help me.
