If not then if it's an in-app purchase then whether they can be redownloaded depends upon what type of IAP that it is : Make in-app purchases.
If you have been charged for something that you shouldn't have been then contact iTunes Support via this page : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
