I can go through the work of backing up, restoring, reinstalling apps but I have no guarantees that this will fix the bugs caused by ios8. If I restore I will still have ios8 won't I? Or does a restore bring me back yo my previous iOS?

iPadSometimes restoring can help. Restoring basically reinstalls the software and gives you a clean slate, then when you put your backup back on you put it on a 'clean' operating system. It can sometimes clear up glitches.
Reset and restore are two common beginning troubleshooting steps.
Apple does not read or monitor these forums beyond a team of hosts that police posts for those that break the rules and to slam the occasional spam attack. If you want your thoughts registered and logged and counted, that's what the feedback form is for. Any reports here are anecdotal. They're 'urban legends' so to speak. Feedback generates reports that can lead to things being investigated.
Think of posts here being the person at the lunch line telling you a story, submitting feedback can lead to the 'mythbusters' actually doing some experiments and proving that something is true or not true.
Do the reset, do the restore. If you have time and an apple store nearby, make an appointment and take yours in. Have the official techs look at it. Submit feedback. For any issues to officially exist, apple has to decide that they officially exist, and the feedback is the first step in that process.

DesktopsMy iPad was extremely slow after updating to iOS8. I did a restore from a previous backup (did not "set up as new"). After this my iPad seems just like on iOS7. Some applications take a longer time to launch, I have noticed that with the "Pictures" app. Maybe Safari is a little bit slower.
I also had some problems syncing my iPad with iTunes on my iMac. But then I turned OFF WiFi syncing, at now syncing with iTunes is working as normal.
iPad2 is the oldest iPad you can install iOS8 on, and I think it is no surprise that things are a little bit slower. I think Apple should give users the opportunity to downgrade to a previous OS. And I also think Apple will come with updates to iOS8 that improves performance on older hardware as iPad". At least I hope so

MMaybe Apple should give out a warning to ipad2 users before they download ios8, something like: "installing Ios8 on your Ipad2 (and possibly other devices) will cause frustrating glitches and problems which you will then have to spend a bunch of time to figure out how to fix and then spend a bunch more time to actually fix. If you enjoy doing the research and troubleshooting it will be fun for you, if you don't, then don't download Ios8."

Sep 24, 2014 8:54 PM in response to Diavonexby Indiana Dave,So I had all the same problems with IOS8 on my IPad2 so I took the advice to downgrade by using the 7.1.2 .ipsw file. I followed the instructions and now I have a blank IPad at the IOS7.1.2 level. I backed it up both on a Mac and in ICloud and guess what? Both ITunes and ICloud report that I cannot use the backups that I created because they were created at the IOS8 level and will not restore on the older version. :-(
Now I did get my ITunes music but none of my apps, todos, memos, photos, email setup, calendar, etc. It is fit to browse the web and play music -- nothing more.

Sep 27, 2014 9:19 AM in response to Diavonexby geekyGal,tried restoring to an older backup. It still doesn't go back to ios7 and doesn't with the issue at all. Everything is still slow, performance is choppy, screen mirroring to TV is not working.
